Written and electronic appeals from citizens and legal entities
The work with appeals from citizens and legal entities in the customs authorities is carried out in accordance with the Law of the Republic of Belarus "On Appeals from Citizens and Legal Entities" dated July 18, 2011.
In 2025, the customs authorities received 7,087 appeals from citizens and legal entities, in 2024 – 9284. Appeals are considered within the time limits established by law.
The decrease in the number of requests is due to a decrease in requests for the submission of documents on customs clearance of vehicles to government agencies of the Russian Federation.
The State Customs Committee received the largest number of applications from residents of Minsk – 355, Minsk region – 147, Brest region – 113.
Most often, the appeals, received by the SCC, raised the issues of providing copies of customs documents and information on the date of import of the vehicle; temporary importation by individuals of vehicles for personal use registered in foreign countries; restrictions on the movement of certain categories of goods; the procedure for paying customs duties and disposal fees; release and customs control of goods, delivered in international mail.
Of the received applications: 3,874 (54.7%) were satisfied, 1,496 (21.1%) were clarified, 916 (12.9%) were refused, 801 (11.3%) are under consideration or have been forwarded to other government agencies.
Personal reception
The management of the State Customs Committee carries out a personal reception of citizens and representatives of legal entities on established days and hours.
In 2025, 64 people were accepted by the management of the Committee, 237 by the management of customs.
The questions received during the reception related to the adjustment of the customs value of imported goods, customs inspections, customs examinations, car detention, and employment with customs authorities.
Consultations and public information on customs issues are conducted in all customs offices.
The information stands and the unified Internet portal of customs authorities contain schedules for personal reception of citizens and representatives of legal entities by the customs authorities, the procedure for appealing decisions, actions or omissions of customs officials, regulatory legal acts and other necessary information for citizens and participants in foreign economic activity.
Various forms are used to inform the public:
television and radio programs.;
regular holding of press conferences;
publication of materials in national and regional print media;
posting information messages on the Internet.
In the system of customs authorities, there is a practice of conducting "hotlines" and "direct telephone lines" to answer questions from citizens and business entities regarding the procedure and rules of customs regulation.
