Requests statistics
Written and electronic appeals of citizens and legal entities
Work with appeals of citizens and legal entities in the customs authorities is carried out in accordance with the Law of the Republic of Belarus "On Appeals of citizens and legal Entities" dated July 18, 2011.
In 9 months of 2024, the customs authorities received 7638 appeals from citizens and legal entities, which is 5681 more than in the same period of 2023, of which 564 appeals (43 more) were received by the State Customs Committee, respectively, and 7074 (5638 more) by customs.
The increase in the number of requests to customs is related to the receipt of requests: on the date of customs clearance of a vehicle imported into the territory of the Republic of Belarus; on providing copies of customs documents on customs clearance of a vehicle; on receiving information on the payment of a recycling fee in respect of a vehicle and on confirming its status as a commodity of the Eurasian Economic Union. The requests are related to the need for Russian citizens to provide these documents to the state bodies of the Russian Federation.
The State Customs Committee received the largest number of requests from residents of Minsk – 216, Minsk region – 86, Brest region – 74 and Mogilev region – 51. In 9 months of 2024, 11 repeated requests were received.
The most common issues raised in the appeals received by the SCC were the provision of copies of customs documents and information on the date of import of the vehicle; temporary import by individuals of vehicles for personal use registered in the territory of foreign states; restrictions on the movement of certain categories of goods; the procedure for paying customs duties and recycling fees; release and customs control of goods, delivered in international mail.
All applications are considered within the time limits established by law. 4710 (61.7%) applications were satisfied, 976 (12.8%) clarifications were given, 969 (12.7%) cases were refused, 983 (12.8%) applications are under consideration or forwarded to other state bodies.
Personal reception
The management of the SCC carries out a personal reception of citizens and representatives of legal entities on set days and hours.
In 9 months of 2024, 46 people were accepted by the leadership of the Committee, 166 by the leadership of customs.
The questions received during the reception related to the movement of goods, vehicles, currency across the customs border of the EAEU; customs procedures and payments; classification of goods declaring as foreign gratuitous aid; operation of a duty-free shop; recruitment to customs authorities (employment) and transfer to another customs authority.
Consultations and informing the public on customs issues are conducted in all customs offices.
The information stands and the unified Internet portal of customs authorities contain schedules for the personal reception of citizens and representatives of legal entities by the management of customs, the procedure for appealing decisions, actions or omissions of customs officials, regulatory legal acts and other necessary information for citizens and participants in foreign economic activity.
Various forms are used to inform the public:
1. TV and radio programs;
2. Regular holding of press conferences;
3. publication of materials in national and regional print media;
4. Posting information messages on the Internet.
In the system of customs authorities, there is a practice of conducting "hotlines" and "direct telephone lines" to answer questions from citizens and business entities regarding the procedure and rules of customs regulation.
Consideration of appeals is carried out in accordance with the Law of the Republic of Belarus of July 18, 2011 No. 300-L "On appeals of citizens and legal entities" (hereinafter – the Law).
Submission of electronic appeals from citizens, including individual entrepreneurs and representatives of legal entities, in accordance with Article 25 of the Law, is carried out through the state unified (integrated) republican information system for accounting and processing appeals of citizens and legal обращения.бел. Access to the system of accounting and processing of requests is free of charge.
Written requests should be sent to the State Customs Committee at the address: Mogilevskaya str. 45/1, Minsk, 220007, Republic of Belarus, or to the customs and Educational Institution State Institute for Advanced Training and Retraining of Personnel of the Customs Authorities of the Republic of Belarus" (hereinafter – the Institute).
Please note that in accordance with subparagraph 1.1. of paragraph 1 of theDecree of the President of the Republic of Belarus dated October 15, 2007 No. 498 On additional measures to work with appeals of citizens and legal entities, appeals are initially subject to consideration on the merits in accordance with the competence of customs and the Institute operating and located within that administrative-territorial unit on the territory of which the issues set out in the appeals arose.
Consulting
In accordance with Article 272 of the Law of the Republic of Belarus No. 129-L of January 10, 2014 "On Customs Regulation in the Republic of Belarus", advising customs authorities on the application of international treaties and acts, regulating customs relations that constitute the law of the Eurasian Economic Union, legislation on customs regulation and other issues within the competence of customs authorities, it is carried out free of charge in oral, written and electronic forms.
Consulting in the State Customs Committee (hereinafter referred to as the SCC) in written and electronic forms is carried out after a person receives advice on a similar issue at the customs and educational institution " State Institute for Advanced Studies and Retraining of Personnel of Customs Bodies of the Republic of Belarus" (hereinafter referred to as the Institute) or on issues not within the competence of customs or the Institute.
Oral consultations are carried out by authorized officials.
